The Fifteenth Tripartite Presidents Meeting
among NIER, CRAES and NIES

At the invitation of President CHANG Yoon Seok of the National Institute of Environmental Research (NIER) of Korea, delegations led by President LI Haisheng of the Chinese Research Academy of Environmental Sciences (CRAES) of China and President WATANABE Chiho of the National Institute for Environmental Studies (NIES) of Japan visited Busan, Korea to attend the Fifteenth Tripartite Presidents Meeting (TPM15) from October 29 to November 2, 2018. In the opening session, President CHANG Yoon Seok welcomed delegates from CRAES and NIES, and expressed his gratitude to Busan City government. He also extended his appreciation to Working Group (WG) members for their hard work in making arrangements for the meeting. He pointed out in his speech that cooperation is the key to addressing environmental problems at domestic and international level. Hence, he made an emphasis on the role of TPM in providing the cooperation platform for researchers and scientists among the three institutes. He mentioned that Geostationary Environment Monitoring Spectrometer (GEMS) will play a role in observing air pollutants and its relevant in the North East Asia region. The satellite data could be shared for joint cooperation in the future.

President LI Haisheng remarked that the Chinese government attaches great importance to ecology and environment protection, with the environment awareness, pollution control efforts, environmental institutions, regulation and enforcement, as well as achievement in ecological civilization be greatly improved. He introduced China’s restructure of the Ministry of Ecology and Environment (MEE) and the launch of Seven Significant Campaigns for win the Battle Against Pollution. He emphasized that there is urgent need for China to strengthen the science and technology for ecology and environment protection. Thus, more chances for communication and exchange under TPM framework should be created with tripartite financial supports. He proposed the three institutes to work together and jointly develop the “China-Japan-South Korea Plus” model, under which pragmatic cooperation should be promoted, with continuous efforts made in the dissemination of TPM fruits, so as to contribute to the common prosperity of Northeast Asia and the world.

President WATANABE Chiho in his Keynote Speech greeted that he was pleased to see familiar faces and welcomed new members at TPM15, especially welcoming the newly appointed President of NIER, Dr. CHANG Yoon Seok. He introduced NIES by outlining the history, budget and breakdown of staff, Branch and facilities, as well as the overview of NIES’ research programs. He was also pleased to announce that GOSAT-2, the successor of Greenhouse gases Observation SATellite (GOSAT) launched in 2009, was successfully launched on October 29, 2018. Furthermore, NIES serving as a core institute for both domestic and global activities involving long-term and large-scale projects on environmental issues such as environmental health and climate change, he made particular references to GOSAT-2, Japan Environment and Children’s Study (JECS) and Climate Change Adaptation Center at NIES will be established on December 1, 2018. In the TPM15 Main Meeting held on October 30, 2018, Presidents shared recent developments of research activities in the three institutes and discussed future research collaborations which could be undertaken in the areas of air pollution, water pollution, climate change and environmental health based on common interests. Specific ideas on how to progress and enhance their cooperation on environmental health research were intensively discussed.
